Great cities don't just happen by themselves. They require lots of planning and then
require oversight to make sure those plans are being carried out well. Development Services is the department
that develops the City to grow into the vision set by the City Commission and to meet the goals directed
by the City Manager's Office.
This department works to achieve an aesthetically and functionally sound community
that consists of quality housing, service centers, business areas, and open spaces.
The department is divided into the Planning, Zoning, Building, Community Development,
and Code Compliance divisions, each focusing on a vital strength necessary to build
an outstanding community.
Building Division
The Building division (see Building)
ensures that it's plans for growth are complied with through a process of systematic
review and on-site verification. The Building Division is responsible for the enforcement
of all codes and ordinances affecting public health and safety related to existing
buildings and new construction.
Construction codes provide minimum standards for the maintenance of existing buildings
and also secure life and property from the hazards incident to the occupancy of buildings.
Issuing building permits for new construction as well as additions or alterations
to existing buildings is one of the key functions of the Building Division.
Code Compliance Division
Code Compliance works to keep the City beautiful, orderly, and
safe. Through street patrols and response to citizen complaints, this division applies
and enforces City ordinances, regulations, and codes that affect the day-to-day living
and working conditions of both businesses and residents.
Community Development Division
Community Development is about building healthier communities,
the process of people working together to address what matters to them whether
that is reducing crime, building liveable neighborhoods, or promoting better schools.
This division is focused on collaboration with residents in the City, civic and business
organizations, and other government institutions that provide services to the community.
Planning and Zoning Division
Planning (see Planning and Zoning)
has a number of responsibilities: They are responsible for planning the City's physical
and socioeconomic future, including land use and environmental review. They also enforce
ADA compliance and coordinate their efforts with the Public Services Department and
other intergovernmental agencies to fulfill the City's Comprehensive Plan, as mandated
by Florida Statutes.
Zoning shapes the City. Through zoning, a city regulates building size, population
density and the way land is used. Zoning recognizes the changing demographic and
economic conditions of the city and is a key tool for carrying out planning policy.
