City Manager's Office

Appointed by the City Commission, the City Manager is the chief administrative officer for the City. This Office oversees all departments, guides the City’s growth and evolution, and operates at the direction of the City Commission.

In addition, the City Manager’s Office is also responsible for the administration of Coconut Creek’s economic development, community relations, and information.

David J. Rivera

David J. Rivera, City Manager
Dave came to Coconut Creek in April 1994 as the City's Financial Operations Manager, was named Deputy City Manager in October 1996, and was named City Manager in June 2008. He is the chief administrator for the City and the primary advisor to the City Commission in issues of policy. Dave guides the direction of all departments, appoints administrative officers and employees, submits the City’s annual financial budget, and carries out policies and ordinances directed by the City Commission. Dave is the City’s primary liason to the Florida Legislature on such matters as Property Taxes, Insurance, Telecommunications, Green and Sustainable Building, Growth Management and Alternate Fuel Technologies. Dave has been the City’s negotiator with the Seminole Tribe and has worked directly with the Governors Office on Seminole Gaming matters.

Dave has been a Florida Sterling Examiner and leads the City’s efforts in applying the Sterling Concepts of continuous quality improvement and customer service focus. Dave is also a graduate of the Senior Executive Institute at the University of Virginia, and Driving Government Performance at Harvard University, Kennedy School of Government. He holds certifications in Government Finance, Public Management, Risk Management, Supervisory Management, Human Resources Management Facilitation, Law Enforcement Mediation and is an Internal Consulting Professional. His affiliations and memberships include: the American Society for Public Administration, American Society of Certified Public Managers, Florida Society of Certified Public Managers, Government Finance Officers Association, and Broward County/City Managers Association.

Prior to joining the City, Dave was the Finance Director and Interim Administrator for Okeechobee County, FL. He also served as an accountant and business administrator with private companies in both New York and Florida.

Mary Blasi

Mary Blasi, Deputy City Manager
Mary joined the City in June 1996 as the City's Director of Finance and Administrative Services, was named Assistant City Manager in August 2002, and Deputy City Manger in June 2008. Mary is one of the founding directors for the Coconut Creek Chamber of Commerce of which she is now Treasurer. She also sits on the Board of Directors for the Southeast Risk Management Association, and the Atlantic Technical School Advisory Council.

Mary is a Certified Public Accountant and a Certified Government Finance Officer. She holds a Bachelor's Degree in Business Administration from the University of Notre Dame is a graduate of the Advanced Government Finance Institute at the University of Wisconsin, Madison, and attended the Senior Executive Institute at the University of Virginia. She currently sits on the Board of Directors for the Notre Dame Alumni Association of Fort Lauderdale and is currently it's President-Elect. Prior to joining the City, Mary was the Finance Director for the Cities of Tamarac, Hallandale Beach and Dania.
