The City Clerk is a department head responsible for the legislative operations
of the City. The City Clerk has direct signature authority and her signature
is required on all ordinances, resolutions, and other official documents of the
city.
The City Clerk's Office is a citywide information and document resource, and is
the official records management office for the City providing support to the City
Commission, the City Manager, other Departments, residents, and the general public.
Every municipality in the United States has a City Clerk or someone who functions
as one.
Over the years municipal clerks have become the hub of government, the direct link
between the inhabitants of their community and their government. The clerk
is the historian of the community, for the entire recorded history of the city and
its people is in her care. The eminent political scientist, Professor William Bennett
Munro, writing in one of the first textbooks on municipal administration (1934),
stated:

"No other office in municipal
service has so many contacts. It serves the mayor, the city council, the
city manager (when there is one), and all administrative departments without
exception. All of them call upon it, almost daily, for some service or
information. Its work is not spectacular, but it demands versatility,
alertness, accuracy, and no end of patience. The public does not realize
how many loose ends of city administration this office pulls together." |

Duties, Responsibilities, and Services

The City Clerk is the official secretary to the City Commission.
The City Clerk's Office offers assistance regarding dates and times of City
Commission and City Board meetings, agendas and minutes of meetings, and access
to public records.
She and her office prepare all meeting agendas and transcribes and writes the
official minutes for distribution to the City Commission, City staff, City Advisory
Board Chairs, and the local newspapers.
All agendas and minutes are posted in the lobby of the Government Center for
the public's viewing and, additionally, are available online via the government
section.
Ordinances and Resolutions that have been enacted by the City Commission are
also available for the public's viewing by visiting our office. |

The Clerk's Office is the official record keeper and liaison to the Board
members. The two Boards that meet on a regular basis are the Planning and Zoning
Board and the Parks and Recreation Advisory Board.
Other Boards that meet on an as-needed basis are the Environmental Advisory
Board, Code Enforcement Board, and Civil Service Board. Board appointments are
made annually in April. To obtain an application for appointment to an advisory

Our office also serves as the clerk to the City's Special Magistrate Hearing process,
the venue at which City code violations are adjudicated. |

As the administrator of City elections, the City Clerk is responsible for the proper conduct of
City elections. Candidates are served in all phases of their candidacy. The next scheduled City
election for City Commission seats will take place in March of 2009. |
